Poverty, Inner City
There are many reasons why people in the inner city are poor. We need to look at each reason and find solutions for them.
1. For some it will be new job training.
2. For single - mothers on welfare, jobs and child care.
3. For the elderly on fixed incomes some help from charitable groups.
4. For addicts rehab

The people that live here need to make the city more attractive and safe. Cooperation with police will cut crime. The rape culture of don't tell on criminals is stupid and self distructive for inter cities.
